Resilico: Connecting the Dots Between Data, Households and Decision Makers

Guest Blog by Graham Brogden MBE, Resilico Ambassador and former Head of Technical Property Claims, Aviva

Flooding doesn’t just affect properties, it disrupts lives, livelihoods and entire communities. Yet when it comes to managing that risk, there’s often a gap between what’s happening on the ground and what’s happening at a policy or planning level. For too long, we’ve seen siloed data, unclear responsibilities and a lack of coordination holding back real progress.

That’s why Resilico was created: a digital platform designed to bring everything together in one place.

Resilico helps connect the dots between homeowners, surveyors, insurers, councils, and policymakers. It turns isolated actions into shared intelligence and helps everyone work from the same page.

Importantly, it gives people the tools to take ownership of their risk while giving decision-makers access to the data they need to support smarter, more joined-up decisions.

Where It All Started

Prior to my involvement in PFR, I spent many years in the insurance industry, including as Head of Technical Property Claims at Aviva. I saw first hand how difficult it is for insurers to properly assess flood risk when they don’t have access to reliable, up-to-date information about what measures have been installed at the property level.

At the same time, I could see the frustration from homeowners who had done everything right, such as installing flood doors, barriers, pumps, non-return valves etc, but still did not see this reflected in their renewal premium.

The Flood Re scheme offers property owners at risk of flooding affordable insurance premiums, however, that scheme is due to end in 2039 so the transition back to risk reflective pricing will depend on properties being more resilient and more importantly able to demonstrate it.

For this to happen, there needs to be trusted data at an individual property level. Insurers need to know what’s been done and property owners need a way to prove it. That’s where Resilico comes in.

It acts as a trusted bridge between the consumer and the insurer and across the wider PFR Sector too.

Resilico is a suite of tools that align with the PFR Code of Practice It supports flood preparedness for households, businesses, schools and other organisations, offering local alerts (including for surface water), help to create personalised flood plans and a place to log and manage all installed measures. It's not just about being warned of a risk but about knowing what to do and when to do it.

The app also connects homeowners to insurers, lenders and other stakeholders, making it easier to show what PFR adaptations have been made. This transparency is crucial in helping the insurance industry reward those who have taken practical steps. If you’ve installed resilience measures, shouldn’t someone recognise that effort? We think so.

On the professional side, Resilico streamlines surveying, installation and maintenance of PFR measures. It’s been built with industry standards in mind so data is captured accurately, projects are auditable and installations are consistent, which makes life easier for surveyors and gives confidence to everyone involved.

For public sector teams, housing providers, insurers and risk managers, the platform offers a live overview of what's happening and where. You can monitor multiple schemes, track alerts and even manage Build Back Better projects, all from one place. It’s about removing the guesswork and putting the right information in the right hands.

One of the most powerful aspects of Resilico is the ability to support Flood Performance Certificates.

Resilico can capture the exact data required to inform an FPC and, crucially, that data can be kept live and up to date by the homeowner.

For example, if a new flood door is installed, the information can be updated in the app meaning the rating of a property isn’t frozen in time. Instead it reflects reality, which is critical for future pricing, selling or insuring that property.

For me, this is what makes Resilico so powerful. It’s not a one-size-fits-all solution. It’s a platform that reflects the complexity of flood risk and helps to simplify it.

We believe it offers a truly connected way to respond to the increasing challenges of climate change and flooding.

After all, if we’re serious about mainstreaming PFR, we’ve got to make it easier for people to act and easier for those actions to be seen and understood. It’s an ambitious goal, but that’s exactly what Resilico is here to do, because if we can’t join the dots now, when will we?
